"When writing a federal grant, you really need to know what you are doing: who's the audience, what they want to hear, how to focus the proposal to address the RFA, how to make sure you cover all the required parts, how to organize the proposal to respond to the RFA and the reader's expectations, how to say what you need so it will be read and understood the first time through, where to develop, where to be pointedly clear, what to explain, what to show in a table, etc. Knowing all of that takes time, experience, and the ability to make sense of the RFA (which isn't always as clear as it can be).
